With reference to my telegram of 14th March in the
following sense:-
Master of ship "Hush Hein" reports that he took on board
150 chests of opium Calcutta 7th February consigned to Macro direct. If so stipulated number of chests of opium 500 for year ending 15th June, 1921, already exceeded and further shipments should not be allowed. Usual course shipping to Macao through Hongkong should be maintained in future if
possible,
1 am directed to inform you that the Master of the "Hush Hein* on arrival in this Colony stated that the 150 chests in question were sealed by the proper authorities in Calcutta and delivered
by him direct to the Macso Goverment. I shall be glad to have your early confirmation of this transaction.
It has been suggested to the Secretary of State
for the Colonies that, pending the completion of the agreements
which are understood to be in train with the Governments of
France, Jepan and Portugal for direct purchase from your Government in place of the Calcutta auctions, it would be well if your Goverment could make it a condition of the supply of opium to Macao that it should be consigned to the Government of Hongkong for delivery here to an agent of the Macao Goverment.
